Tamar is married to Eyal and mother of five children. She lives in Eli, a town in the Binyamin region. Born in Haifa in 1972, she grew up in Ra'anana and studied at Ostrovski High School. After high school, Tamar served in the IDF as a tour guide in Hermon Field School of the Nature and Parks Authority. Following her army service, Tamar studied Jewish studies at HaRova Seminary and Ceramics at Betzalel Institute, both located in Jerusalem. In 1996, Tamar moved to Eli, raised her children and worked for years in her own ceramic studio. In 2009, she studied Communications and Public Diplomacy and in 2010, started working as a spokesperson and coordinator of public diplomacy at the Binyamin Regional Council.
